Hans-Ulrich Engel was born in Goettingen in 1959. He studied law at Goettingen and Freiburg Universities from 1977-1983. He completed in-service training from 1984-1987 at the Higher Regional Court, Oldenburg, Germany, before earning his doctorate at Goettingen University.
